It is defined as an array of IPv4 addresses. BTW the Kea definition does
not catch the fact addresses come by destination+gateway pairs but
this should not be a problem...

PS: this is no easy when to express this kind of constraints and BTW
it is not clear it (enforcing particular constraints) is something to do...
